Overview
Children born in Ireland on or after 1 January 2005 do not automatically acquire Irish citizenship at birth unless at least one parent met legal residence requirements prior to birth. If your child was not entitled to Irish citizenship at birth, they may qualify to apply for citizenship by naturalisation once they complete the requisite period of reckonable residence in the State.
Under official Immigration Service Delivery (ISD) guidance, an application for a child born in Ireland is made by a parent or guardian on Form 11 after completing 3 years of reckonable residence (the client benchmark notes 3 years in the last 5 years). Recent legislation under the Courts and Civil Law (Miscellaneous Provisions) Act reduced the residence threshold for Irish-born children from 5 to 3 years.
SJ Consultancy Ireland guides families through every step: verifying qualifying residence dates, gathering accepted school and medical proofs, preparing Form 11, and submitting a complete dossier to ISD. The decision is made solely by the Minister for Justice.

Eligibility & requirements
Under official ISD Form 11 rules, the following requirements must be met for a minor born in Ireland:
- The child was born in the State on or after 1 January 2005 and did not acquire Irish citizenship at birth.
- The child must have completed at least 3 years of reckonable residence in Ireland prior to the application date (such as 3 years in the last 5 years).
- The child must be resident in Ireland with the parent or legal guardian who is lodging the application.
- The parents must demonstrate lawful residence in Ireland during the qualifying period of the child's residence.
- The child must be under 18 years of age and unmarried at the time of application.
Documents you may need
ISD requires comprehensive documentation establishing identity, parentage, and each year of the child's residence:
- Full original Irish civil birth certificate of the child showing parents' names.
- Certified colour copy of the child's current foreign passport biographical page (if held).
- School attendance reports or principal's letter on official school letterhead for each academic year.
- Daycare, crèche, or preschool attendance letters for younger children.
- GP or medical clinic registration letters, vaccination records, or child benefit statements.
- Certified copies of both parents' passports, current IRP cards, and evidence of lawful residence.
Copies must be certified by a practising solicitor, commissioner for oaths, peace commissioner, or notary public. Members of An Garda Síochána cannot certify naturalisation documents.

Important to know
- The client-provided eligibility reference is 3 years in the last 5 years; official ISD guidance under the Courts and Civil Law (Miscellaneous Provisions) Act requires 3 years of reckonable residence in the State.
- Naturalisation is granted at the discretion of the Minister for Justice; no consultant can guarantee approval or processing timelines.
- The €175 application fee is non-refundable if an application is refused or found ineligible.
- The child must remain resident in Ireland while the application is under review.

Irish Citizenship for Minors Born in Ireland FAQs
Why didn't my child get Irish citizenship automatically at birth?
Since 1 January 2005, children born in Ireland to non-EEA parents only acquire citizenship at birth if at least one parent held 3 years of reckonable residence out of the 4 years before birth. If that condition was not met, the child may apply for naturalisation once they complete 3 years of residence.
Can a 3-year-old child born in Ireland apply?
Yes, once the child has completed 3 years of reckonable residence in Ireland (proven through preschool/crèche records, GP registration, vaccination records, and parent residence), an application can be made on Form 11.
What documents prove residence for school-age children?
For school-age minors, ISD expects annual attendance letters on school letterhead signed by the principal, alongside school reports and family residence proofs.
Can the child apply for an Irish passport after naturalisation?
Yes. Once the naturalisation certificate is issued, you can apply for the child's first Irish passport online through the Passport Service.
